Despite federal law, disabled students in Idaho are unable to access playgrounds, lunchrooms, classes, and bathrooms due to lack of accommodations.

A 3-year-old boy in a wheelchair was unable to join his classmates on the playground at an elementary school in Boise, Idaho, due to loose woodchips and lack of accessible equipment.

The boy was relegated to watching his classmates play as a staff member stood with him, or spent recess inside his classroom.

A historic $2 billion funding allocation is expected to do little to address these issues, as school districts remain unable to make necessary fixes.
