Designation of Certain Muslim Brotherhood Entities in Egypt as Foreign Terrorist Organizations

By the authority vested in me as President of the United States, after appropriate consultation with the Secretary of State and the Attorney General, and by the authority of section 219 of the Immigration and Nationality Act (8 U.S.C. 1189), it is hereby ordered as follows:

Section 1. (a) The terrorist organizations listed below are hereby designated as foreign terrorist organizations under section 219 of the Immigration and Nationality Act (8 U.S.C. 1189).

(b) Consistent with section 219(a)(iv)(B) of the Immigration and Nationality Act (8 U.S.C. 1189(a)(iv)(B)), the following entities have been designated as Specially Designated Global Terrorists (SDGTs) pursuant to Executive Order 13224:

"The Muslim Brotherhood is a clandestine, transnational movement with a goal of imposing Islamic law on all societies, leading to terrorism and instability in the Middle East and around the world."

Sec. 2. For those individuals designated under section 1 of this order who are already in the United States, all property and interests in property of such individuals that are in the United States, that hereafter come within the United States, or that are in the possession or control of United States persons, including but not limited to their assets, properties, and interests in property, are hereby blocked and may not be transferred, reached for, dispatched, delivered, moved, allocated, assigned, lent, commoditized, paid, furnished, or possessed, and shall be transferred to and held by the Secretary of the Treasury for a period not to exceed 5 years unless the property interest is vested in a court or otherwise disposed of in accordance with law.

Sec. 3. The Secretary of the Treasury is hereby authorized to take such actions, including implementing regulations, as may be necessary to carry out section 2 of this order and, in consultation with the Secretary of State and the Attorney General, to administer the provisions of this order.
