Residents in England are facing council tax rises, which will not cover the amount needed to cover pensioner tax relief.
A forecast by the Institute for Fiscal Studies (IFS) suggests that council tax rises, including the hike for pensioners, will only generate £1.3 billion in revenue.
This is £300 million short of what is needed to cover the shortfall in pensioner tax relief.
"The council tax rises will not cover the cost of the pensioner tax relief," said the IFS.
"The forecast suggests that the council tax rises will not generate enough revenue to cover the shortfall in pensioner tax relief, which will be £300 million more than the amount raised by the tax rises."
The forecast is based on the assumption that the council tax rises will be implemented in line with the government's plans, which include a 3% increase in council tax bills for pensioners.
The IFS also warned that the council tax rises will disproportionately affect low-income households, who will bear the brunt of the increases.
