Metro Manila elevated its disaster alert to Red starting 5 p.m. Friday, mobilizing personnel and heavy rescue equipment as Super Typhoon Uwan rapidly intensifies, threatening Luzon with possible Signal No. 4 winds.
The [translate:Metro Manila Disaster Risk Reduction and Management Council (MMDRRMC)], led by Metropolitan Manila Development Authority Chairman Romando Artes, issued the highest operational alert ahead of Uwan's expected arrival. The typhoon is forecasted to bring storm-force winds covering 720 kilometers and heavy rains from Sunday afternoon through Tuesday.
The Red Alert activates full-scale response actions, including 24/7 flood control at 71 pumping stations, continuous CCTV monitoring of at least 85 critical locations, and the immediate deployment of rubber boats, wrecker cranes, payloaders, and buses for evacuation efforts.
“This is our highest state of readiness,” said Office of Civil Defense-NCR Director George F. Keyser during the emergency meeting. [translate:“We are not ruling out Signal No. 4 in the NCR as the volume of rain could be unprecedented, even if the eye makes landfall far north”].
The alert mandates mandatory coordination between 17 local governments and national agencies to prepare for the storm's impact.
